Zelensky Asserts He Lacks Explicit Defense Guarantee from Partner Nations

The ongoing conflict in Ukraine is nearing its fourth anniversary.

President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will defend Ukraine in the event of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the US would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the declaration made in the French capital.

President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our dedication to stand with Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - legally binding, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend first and foremost on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the participating countries "largely finished" their work on agreeing security protocols.

Damaged Ukrainian infrastructure
Russia continues to strike Ukrainian cities and critical infrastructure across the country on a daily basis.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an agreed point - but only if Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
