Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are conducted: hopeful statements are delivered from multiple capitals. Immense energy is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from across the border, a capacity afforded by current data. From observation points, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's missile defense activated: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by allied countries. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into sober acceptance: maybe the approaching threat won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon opened up on a unmanned aircraft close by, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: several casualties, devastation and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that European nations are demonstrably unable to substitute in the near term.
Failed Diplomacy
The detailed framework from Washington provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington operates on a principle familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is impossible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but averting a entire defensive failure until situations evolve in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
